Tilvin Silva, the General Secretary of the Janatha Vimukthi Peramuna (JVP) (National People’s Power, NPP), is scheduled to undertake a three-day official visit to India in the first week of December. During this trip, a JVP delegation led by Tilvin Silva will participate in high-level political meetings in New Delhi.

This visit is being viewed as a significant turning point in both Sri Lankan politics and regional diplomacy.

Tilvin Silva was a key figure in the JVP’s early policy stances, notably taking to the streets to protest the 1987 Indo-Lanka Accord. The JVP, which historically staunchly opposed India’s regional involvement, sending its General Secretary to India now signals a massive diplomatic shift in the party’s long-standing foreign policy.

The visit is being made at the invitation of India’s ruling Bharatiya Janata Party (BJP). This indicates that the JVP is preparing to establish direct relations with India, a key regional power.

Balancing Regional Ties

The visit follows a strengthening of ties with China. It is well-known that President Anura Kumara Dissanayake recently traveled to China and signed several agreements, including one for an oil refinery in Hambantota. Tilvin Silva also undertook an extended tour of China following the President’s visit, with reports indicating that JVP leaders took steps to further reinforce investment relations with Beijing.

Against the backdrop of strengthened relations with China, the Indian visit underscores the party’s efforts to strike a diplomatic balance between the two regional giants—India and China—who wield significant influence in Sri Lankan politics. This move is seen as an effort to gain support from both countries, or at least assuage their concerns, without tilting too far toward one side.

Tilvin Silva’s trip is reflective of the JVP leadership’s effort to gain the trust of the international community. His participation in high-level political meetings signals the JVP’s commitment to maintaining economic and strategic ties with India, should the party assume power in the future.

Furthermore, the visit offers an opportunity for the JVP to directly offer a diplomatic explanation to the Indian leadership regarding past conflicts and sharp criticisms, and to inaugurate a new path for relations.
